The bottleneck effect
Senior decisions rarely stay contained at the senior level. A delayed hiring decision affects candidates and workload. A delayed product choice affects engineering and marketing. A delayed capital decision affects every team waiting to act.
The cost is not automatically catastrophic, and it should not be exaggerated without data. But organizations can measure decision latency, blocked work, repeated escalation, and rework to identify where unresolved choices create drag.
The hard metrics of hesitation
The most useful measures are specific: time from decision request to owner assignment; time from evidence completion to decision; number of teams blocked; value of work delayed; and frequency with which a settled decision is reopened.
These indicators separate necessary deliberation from avoidable delay. Some decisions should take time. The problem is not deliberation itself—it is an undefined process with no clear exit condition.
Restoring decision velocity
Define whether the choice is reversible, identify the decision owner, specify the minimum evidence needed, establish a deadline, and document the rationale. This creates speed without turning speed into recklessness.
